On 12 June 2026, Ofsted set out what changes when inspectors return in September, and the centre of gravity is unmistakable: inclusion (Ofsted, 2026). The updated toolkits widen the groups whose experience inspectors will examine, spread responsibility for inclusion beyond the SENCo to "leaders who have an inclusion role" across the school, and introduce a new statistical model that compares each school's results with schools in a similar context. For headteachers preparing over the summer, the question is no longer whether the school has an inclusion policy. It is whether every department can show inclusive practice happening in its own classrooms.
That subject-level test is where science departments should pay attention, because practical science is, quietly, one of the easiest places in a school for inclusion to fail and one of the hardest places to evidence it. This post covers what actually changes in September, why the lab is where inspectors will find the gaps, and how to build an evidence trail that shows every pupil, not just the able-bodied and confident ones, doing real science.
What Changes in September 2026?
Four updates matter for subject leaders. First, inclusion now explicitly covers four groups: disadvantaged pupils, pupils with SEND, children known to children's social care, and a new contextual group facing "other barriers" to learning and wellbeing. As Ofsted puts it, "there are different reasons that children and learners may need support and could benefit from inclusive practice." Second, the phrase "leaders who have an inclusion role" replaces the assumption that inclusion lives with the SENCo; inspectors will expect designated teachers, inclusion leads, and subject leaders to own it. Third, a statistical model built with the DfE groups similar schools together, so achievement will be read against schools with a comparable intake rather than raw national averages. Fourth, the new report cards pair grade profiles with narrative explanations, published alongside comparative data (GOV.UK, 2026).
Put together, the four updates close a familiar escape route. A school can no longer point to a strong SENCo and a well-written policy while its science department quietly seats the same pupils as scribes and observers every practical lesson. Inclusion is now inspected as something the whole school does, subject by subject, against schools that share its context.
Why Science Is Where Inclusion Gets Tested
Practical work is the part of the curriculum with the most physical, sensory, and financial barriers built in. Bench heights, fine motor demands, Bunsen burners, glassware, crowded lab layouts, the noise and smell of a working laboratory: each one excludes somebody, and the standard workaround, pairing the excluded pupil with a partner who does the practical for them, produces exactly the passive participation inspectors are being told to look for. The pressure is compounded by scarcity. The Science Education Tracker found the share of students doing practical work at least fortnightly fell from 44 per cent in 2016 to 26 per cent in 2023 (Royal Society, 2024), and EngineeringUK reports that around a quarter of schools cannot afford the equipment they need (EngineeringUK, 2025). When practicals are rare, the pupils who need the most support are the first to be reduced to watching.
The new similar-schools model sharpens this further. A school serving a disadvantaged intake will no longer be able to explain away a gap in science outcomes as demographic destiny, because it is being compared with schools facing the same demographics. If a similar school down the road gets its SEND and disadvantaged pupils doing full practicals and yours does not, that difference is now visible in the data inspectors carry into the building.
What Counts as Evidence?
Inspectors evaluating inclusion in science will be looking for the ordinary artefacts of practice, not a binder. The evidence that carries weight falls into four kinds: participation records showing that pupils from all four groups actually perform practicals rather than watch them; examples of how practical work is adapted so that barriers are removed rather than pupils removed; pupil voice, because children know whether they do science or watch it; and progress data for those groups that stands up against the similar-schools comparison. The hard part is that most departments have none of this, because participation in a practical lesson has never been recorded anywhere. Who held the pipette is not a data point schools have historically captured.
How Virtual Labs Generate That Evidence Automatically

Paying for It: The Inclusive Mainstream Fund
The timing of the money matches the timing of the inspection changes. The Inclusive Mainstream Fund allocates £400 million to mainstream schools in 2026-27, the first slice of £1.6 billion over three years, specifically for "evidence-informed approaches to remove predictable barriers to learning," and schools are expected to publish inclusion strategies from December 2026 (DfE, 2026). Inclusion as Practice, Not Paperwork
The September changes reward schools where inclusion is something pupils experience in every subject, and that is the right target even without an inspection attached. A pupil who spends five years watching other children do science has been excluded from the subject as surely as if the door were locked, whatever the policy folder says. The schools that will walk confidently into their autumn inspections are the ones that can show every child with their hands on the equipment, real or simulated, and the data to prove it. That is achievable by September, on the Chromebooks in the cupboard, and there is now a dedicated fund to pay for it.
